2/02 – 4/05 Chief - Howard Forest Emergency Command Center
California Dept of Forestry & Fire Protection (CALFIRE)
  • Daily operations of 9-1-1 center for fire and medical response in Mendocino county, serving CALFIRE functions of fire, medical, prevention (law enforcement), and air operations, 23 volunteer fire depts., 8 ambulance companies, and 3 air ambulances. Responsibility for administration, support, and operations of both state and county fire and emergency communications systems, mutual aid programs, training, and inter-agency procedures. Served on county emergency medical care committee and county communications committee. Developed and implemented the Emergency Medical Dispatch system for Mendocino County. Supervised Initial and Extended response operations and expanded operations support for major incidents, including planning, logistical, operations, finance, and command and control of ground and air resources. Administration of CDF Mendocino Unit information technology program, including all procurement, training and support of IT operations, developing and implementing planned replacement cycle for hardware and software, maintenance and expansion of the fiber optic and secure wireless networks. Supervised transition of Mendocino Unit into CDF’s $18 million Computer Aided Dispatch system.
5/97 – 2/02 Fire Captain – Chamberlain Creek Conservation Camp
  • Supervised a firefighting hand crew in operational and training assignments. Performed as a Strike team leader or Task force commander in multiple major fire assignments. Worked with all state and federal major incident management teams in California in capacities of Command or General staff positions on major fires throughout the state. Served on CDF rescue teams for helicopter, swift water, high and low angle, and search and rescue. Supervised operations of state cabinet shop in support of the California Hardwoods Demonstration project that included design and production of fine furniture from native hardwoods. Program included design, production, and installation of a demonstration wall at CDF headquarters in the State Resources building in Sacramento.
6/86–11/98 President – Joint Endeavor Marketing, Inc
  • A California “C” corporation selling owner-builder home packages, the company maintained a construction crew for customers that wished a turnkey option. Responsibility for all aspects of company operations, excluding sales, including bookkeeping, budgeting, cash flow management, payroll, personnel, scheduling, bidding, technical support, on-site construction supervision, design, plans, and permitting process.
4/74 - 5/97 Fire Captain
  • Various assignments to various CDF fire stations and programs in the Mendocino CDF Unit as a Fire Captain and Heavy Fire Equipment Operator. Responsibilities included Station Captain duties, fire suppression, training, safety, supervision, maintenance, budgeting, and procurement. Experience in fire engine, bulldozer and transport, helicopter, air tanker and air traffic control, and fire prevention and investigation. Numerous fire and other emergency assignments for tactical and command operations statewide, including floods and earthquake responses.
